Amur bridge at reported 86% readiness; Heihe ferry paused by wind

Two Amur-region updates

The Amur transport ministry reported 86% technical readiness on 24 October for the Zavitaya River bridge on the Krestovozdvizhenka–Poyarkovo–Kalinino road. Surfacing is in progress. Through traffic by late October is planned, and commissioning is not yet evidenced.

The ministry also relayed a temporary pause to Blagoveshchensk–Heihe passenger ferries on 24 October due to strong wind and a Chinese maritime-safety restriction. This seasonal weather interruption is not a border closure; no reopening date was provided.

Two observations added, none corrected. The [register](/data/observations.jsonl) stores 86% as reported progress on one bridge and the ferry interruption as a qualitative null entry. Model coefficients are unchanged. These reports establish neither unprecedented development nor covert coordination.
