## Reported resident investment

The [Far East and Arctic Development Corporation](https://erdc.ru/news/bolee-500-mlrd-rubley-vlozhili-rezidenty-tor-spv-i-azrf-v-proekty-v-2026-godu/) reported on 19 October that residents of preferential regimes invested **RUB 502.6 billion** in 2026 to date, including **RUB 155.3 billion in Amur Oblast** and **RUB 91.2 billion in Primorye**. These are operator-reported actual investments in current rubles, with no exact statistical cutoff within the year. The aggregate includes the Arctic and its regional components. It is not a measure of all regional fixed investment or commissioned capacity. The separate RUB 11.9 trillion declared project portfolio has a different status; comparable history and a deflator are needed before any claim of unprecedented development.

The [Heilongjiang transport department](https://jt.hlj.gov.cn/jt/c105220/202610/c00_31984800.shtml) published a construction-supervision tender for the G1211 Harbin–Mingshui section on 16 October. This procurement stage does not establish an awarded contract or physical construction. Four records were added to the register, three numeric inputs to the model; parameters and calibration are unchanged. Hidden coordination remains unproven.
