[The Far East and Arctic Development Corporation](https://erdc.ru/news/vo-vladivostoke-otkrylsya-kreativnyy-klaster-radar-sikhote/) reported the 23 October opening of the Radar Sikhote creative cluster in Vladivostok, with **13 resident organisations** and more than 1,000 m² of space. This is one opened site, not completion of the planned regional network.

[The same agency](https://erdc.ru/news/gosudarstvo-dlya-lyudey-kak-fgis-severnyy-zavoz-stanovitsya-instrumentom-umnoy-logistiki-v-arktike/) says Sakhalin companies piloted the federal Northern Supply information system from August to October 2026. The report gives **more than 500 users**, not an exact count. Mandatory system-based planning from 2027 and an expected four million tonnes of 2026 supply are plans, not demonstrated current results.

**Two observations added, none corrected.** The [register](/data/observations.jsonl) records the 13 residents as a dated numeric input; the pilot remains qualitative with `null`. Model coefficients are unchanged. These records do not establish unprecedented development or covert coordination.
