Primorye. KRDV reported on 30 October that Sunrise Electronics launched contract TV manufacturing at the former Mazda engine plant in Vladivostok. Design capacity exceeds 600,000 TVs a year; 1.2 million is a possible expansion, not current output. A customer agreement exists, but actual output and project-specific investment are undisclosed. Across all 144 Primorye advanced-development-zone residents, KRDV reports RUB 65 billion actually invested against RUB 288.4 billion pledged, and 4,900 jobs created against 13,100 planned. These are portfolio totals, not factory figures.
Mongolia. Rio Tinto's first statement reported a 29 October seismic event at Oyu Tolgoi, three injuries and a temporary underground pause. Its update reported a progressive restart after safety checks. Both releases are dated 30 October, but the “update” says 1100 GMT while the first statement says 1900 GMT; the publication sequence is inconsistent. Lost output and full recovery remain unverified. Both are from one operator.
Early signals and watch list. No new primary administrative record was verified for a Chinese or Russian project today. Monitor factory output, mine recovery and primary permits. Five observations were added, with no corrections. Model assumptions were unchanged. Historic comparison is insufficient to establish unprecedented development.
