KRDV [announced](https://erdc.ru/news/na-tor-primore-v-2028-godu-budet-postroen-zavod-po-proizvodstvu-metallokonstruktsiy/) a TOR Primorye residency agreement for a metalworks plant with over RUB 250 million in planned investment and a Q4 2028 target. Financing and construction have not been confirmed. [Heilongjiang](https://www.hlj.gov.cn/hlj/c107858/202611/c00_31991529.shtml) reports 123,000 vehicle border movements in January–September 2026 and completion of the cableway’s main works; it is not yet operating. Rosgranstroy [moved](https://www.rosgranstroy.ru/press-center/news/izmenena-data-nachala-passazhirskih-perevozok-po-marshrutu-nizhneleninskoe--tunczyan) the planned Nizhneleninskoye–Tongjiang hovercraft start to 6 November and [advanced](https://rosgranstroy.ru/press-center/news/rosgranstroy-informiruet-ob-izmenenii-rezhima-raboty-punkta-propuska-pokrovka) the Pokrovka control pause to 7 November due to weather and river conditions. Actual service transitions remain unverified.
