**Primorye.** [KRDV reported on 29 October](https://erdc.ru/news/rezidenty-tor-i-spv-postroili-v-primore-dva-zavoda-po-pererabotke-moreproduktov/) that two seafood processing plants entered operation: Veles-Snek in Nadezhdinskaya (over RUB 150 million invested, over 10 tonnes/day capacity, 50 jobs) and Yuzhmorrybflot in Nakhodka (over RUB 2 billion, over 120 tonnes/day capacity, 300 jobs). These are lower bounds for investments and design capacities, not independently verified actual output. The two facilities are separate projects; media reposts of the KRDV release are not independent confirmation.

**Northeast China.** [China's Ministry of Ecology and Environment](https://www.mee.gov.cn/xxgk2018/xxgk/xxgk11/202610/t20261026_1184648.html) approved the environmental impact report for the second 500 kV Linhai–Ping'an circuit on 24 October, posting the decision on 26 October. The approximately 154.6 km line crosses Heilongjiang and Jilin. This advances a previously recorded proposal to environmental approval; it does not establish construction or commissioning.

**Blagoveshchensk.** [The city reported](https://www.xn--80abedla9acxg1b7f.xn--p1ai/news/v_blagoveshchenske_posle_remonta_otkryvayut_dlya_dvizheniya_ulitsu_zagorodnuyu_raboty_proveli_po_pre/) completion of repairs on Zagorodnaya Street, with traffic opening planned for the evening of 29 October. The works were delayed by utility construction for a maternity hospital; actual opening and acceptance remain to be verified. [The municipal bus operator reported](https://xn--80abedla9acxg1b7f.xn--p1ai/news/v_blagoveshchenske_podveli_pervye_itogi_raboty_gazovykh_avtobusov/) that 20 methane buses carried more than 150,000 passenger trips and travelled over 110,000 km in their first two months. These are aggregate lower bounds for the fleet and period, not daily or per-bus values.

Six observations were added on 30 October, with no corrections. No model parameters or scenario calibration changed. These events alone do not establish an unprecedented regional development trend; comparable historical series are needed.
