[Heilongjiang's government](https://www.hlj.gov.cn/hlj/c107858/202610/c00_31985938.shtml) reported a joint Russian–Chinese tabletop safety drill on 19 October for the Blagoveshchensk–Heihe cableway. Joint final acceptance and passenger service remain unverified. [Jilin's environmental authority](https://sthjt.jl.gov.cn/ywdt/gkgs/gszx/slgs/202610/t20261021_3681413.html) accepted an EIA report for review on 21 October for an ethanol fermentation project, with a ten-working-day consultation period. Receipt is not approval.

[The Far East and Arctic Development Corporation](https://erdc.ru/news/v-krasnoyarskom-krae-na-razvitie-opornykh-territoriy-arktiki-planiruyut-napravit-67-5-mlrd-rubley/) estimates a **RUB 67.5 billion funding requirement** through 2035 for the Norilsk–Dudinka and Dikson master plans. This is not spending. Its [AxisNord release](https://erdc.ru/news/novyy-rezident-azrf-zaymetsya-geodezicheskim-soprovozhdeniem-baimskogo-gok-i-drugikh-tekhnologichesk/) reports **RUB 5 million in planned investment** by a new Arctic-zone resident for geodetic services at the Baimsky mining project; this is not the mine's capital budget.
