## Two gas boilers, two distinct stages

[The Blagoveshchensk city administration, 23 October](https://www.admblag.ru/news/novaya_gazovaya_kotelnaya_v_blagoveshchenske_gotova_na_70/) reported **70% technical readiness** for the gas boiler under construction near Teatralnaya and Tchaikovskogo streets. Heat-network works continue; commissioning and actual heat supply are not established.

A **different** boiler between Krasnoarmeyskaya, Zheleznodorozhnaya, Amurskaya and Nagornaya streets has completed design and site preparation; DGK is conducting procurement. No tender number, contract or building permit was cited. The 70% figure does not apply to this second facility.

[ERDC, 26 October](https://erdc.ru/news/bolee-90-zayavlennykh-investitsiy-uzhe-vlozheno-v-proekty-tor-amurskaya-/) restated more than RUB 2.2 trillion in cumulative Amurskaya advanced-development-zone investment. A nearby but differently scoped RUB 2.21 trillion regional figure was already reported [on 19 October](https://erdc.ru/news/bolee-500-mlrd-rubley-vlozhili-rezidenty-tor-spv-i-azrf-v-proekty-v-2026-godu/); the new rounded figure is not a weekly increment. The Sodruzhestvo plant in Belogorsk remains in commissioning work, with a [reported delay](https://expertsibdv.com/news/zapusk-masloekstraktsionnogo-zavoda-v-belogorske-perenesli-na-i-kvartal-2027-goda/) of launch to Q1 2027.

**Two observations added, none corrected.** The [register](/data/observations.jsonl) tracks the two boiler stages separately. The energy model received one numerical input; parameters are unchanged. No unprecedented historical trend or covert coordination follows from these facts.
