This is a land-use step, not evidence that the network is installed or operating.

[Heilongjiang authorities](https://www.hlj.gov.cn/hlj/c107858/202610/c00_31988479.shtml) describe a 26 October inspection at the Daheihe Island sewage collection construction site. The physical extent completed and funding are not reported.
