*Amurlin — briefing for 9 October 2026*

The 9 October review found an [official Amur regional release dated 7 October](https://invest.amurobl.ru/media/news/yuriy-trutnev-otsenil-investitsionnyy-potentsial-priamurya-energetika-turizm-i-novye-tochki-rosta/) that had not been captured in the preceding review. Its first-seen date is 9 October; this is not the event date.

## Power plans: about 1.6 GW, not commissioned capacity

The regional investment agency described a set of discussed generation projects expected to add **about 1.6 GW**. It named two Rosatom wind farms in Zavitinsky district (up to 400 MW combined), a 150 MW Forward Energo wind farm, two Hevel solar projects, and an expansion of the Svobodny thermal station. The total needs reconciliation project by project. The release does not establish construction completion, financing for every asset, or 1.6 GW of operating capacity. Some components were announced earlier.

The same release reports 57 state-supported projects, over RUB 3.3 trillion in aggregate stated investment and 22 commissioned facilities. It gives no facility-level list or common measurement period, so these are not treated as one year's investment flow.

## Belogorsk: commissioning work and conflicting launch expectations

[Interfax, attributing its account to the regional government](https://www.interfax-russia.ru/index.php/far-east/news/zapusk-soevogo-zavoda-gk-sodruzhestvo-v-priamure-v-planah-na-i-kv-2027g-vlasti), reported on 5 October that commissioning work was under way at Sodrugestvo's oilseed plant and that operation was targeted for Q1 2027. An [August report](https://gtrkamur.ru/news/2026/08/31/544966/amp) expected a September 2026 launch, while the [2025 city investment profile](https://www.investmap.amurobl.ru/upload/iblock/544/ed5zw8kamk7k26cnau4depq1wo46bqxe/Investment-profile_2025.pdf) already described a 2023–2027 project period. Without an approved construction schedule, this does not establish a change to a contractual deadline. No October industrial output is verified.

One observation, `AMU-20261009-001`, records 1,600 MW as an **announced portfolio estimate**, published 7 October and first seen 9 October. It is an input observation, not a calibrated probability or actual output. Model coefficients are unchanged.
