**River crossings.** [Rosgranstroy, 2 November](https://rosgranstroy.ru/press-center/news/prodolzhaem-informirovat-ob-izmenenii-rezhima-raboty-punktov-propuska-na-rossiyskokitayskom-uchastke-gosudarstvennoy-granicy-v-svyazi-s-zaversheniem-navigacionnogo-perioda) scheduled an end to ferry navigation at Nizhneleninskoye–Tongjiang on 3 November, passenger hovercraft from 5 November and a cargo-control pause until freeze-up. Cargo control at Khabarovsk–Fuyuan is scheduled to pause from 7 November until 2027 navigation; Pokrovka–Raohe from 8 November until freeze-up. These are plans, not operational confirmation. The railway bridge is not closed by this notice.

**Amur region.** [MTS partner report](https://www.ampravda.ru/2026/11/02/v-sele-kalinovka-romnenskogo-okruga-zapushhena-bazovaia-stanciia-otecestvennogo-proizvodstva) says an IRTEYA mobile base station was commissioned in Kalinovka. Around 200 is the village population, not new subscribers. [Local report citing regional government](https://ampravda.ru/2026/11/02/specialisty-ustanovili-novuiu-blocno-modulnuiu-kotelnuiu-v-sele-mixailovskogo-okruga) says a 1.6 MW modular boiler was installed in Dubovoye; connections and tests remain. [KRDV](https://erdc.ru/news/pervyy-turisticheskiy-proekt-poyavitsya-na-tor-yuzhnaya-yakutiya-v-2028-godu-/) reports a resident agreement for a small 2028 tourism project in southern Yakutia, not a built facility. Seven observations were added, none corrected; scenario parameters are unchanged.
